These are the same binary packages, but this release comes with graphical MacOS X installers while the previous is a 'tar-ball' that needs to be extracted on the commandline. Some people prefer graphical installers, it is more the "MacOS" way of installing system software (and not the "Unix" way).
The BIND Version is not an universal binary, but the new installer package includes both the versions for PowerPC and Intel CPU, the installer checks the CPU type on the system and installs the appropriate version.
